CFTC is focusing on the management of "spot cryptocurrency trading and tokenized collateral," while SEC is advancing the "Project Crypto" plan and proposing an innovative regulatory exemption system. Some regulatory processes are limited by the government shutdown. The White House previously suggested that SEC research safe harbors and registration exemptions, CFTC was authorized to regulate non-securities digital asset spot markets, and Congress is also pushing legislation to clarify regulatory boundaries.
